Estimated IQ for all citizens of a state is normally set 10 points less than the IQ of ACT test takers, to make a national average of 100 IQ.   This difference is proportionally reduced when over 60% of high school grads take the ACT.  The same reduction was made for SAT test takers.   Note that the average IQ here for all states is about 100, which is slightly larger than America's 98 IQ in the IQ comparison of nations.

I am very glad to see that you have made contact. Your results are confirming each other in a very remarkable way, and this is in science always an extraordinary event. My only merit in this is to have made a link to Van Sloans webpage about a year ago. I would never made this link if I had not found Van Sloan's data reasonable. Sometimes an outsider, but with a firm academic background, does a better work than a peer referenced journal, in this case I mean Kanazawa and his referees. I wish you much further success! Your results, deducing IQ values from educational tests with math, reading etc. confirm the importance and meaning of general intelligence in an excellent way, this is the general message of your work and of confirming each other.
